the green paper is out

The much awaited Government Green Paper on the Emissions Trading scheme has been released.

The key points are
* Transport is included, though the cost for fuel will be offset by a cent for cent reduction in fuel excise for 3 years to be reveiwed as and when the government see fit, and for one year for the freight industry.
* The key sectors covered are: stationery energy, transport, fugitive emissions, waster forestry, and industrial processes all six GHG's are covered.
* They will launch a Climate Change Action Fund which will
- Provide capital in new low emissions processes
- Invest in Industrial Energy efficiency projects with long pay off periods
- Dissemination of best and innovative practice to businesses
* Free permits will be issued for a time to the most affected emissions intensive trade exposed companies.
* They will provide limited and direct assistance to electricity generators.
* Low income earners will be compensated
* Middle income earners will also be compensated
The key message is
" After so many years of inaction it is impossible for Australia to be in front of the rest of the world in tackling climate change"... " THE GREATER RSK IS BEING LEFT BEHIND A WORLD OF EMERGING ECONOMIC OPPORTUNITIES" Penny Wong
Of course no-one will be happy with this, but it seems like a good outline for a system, the devil may be in the detail, we will see. Remember if you don't like it the government is taking submissions for all ideas so feel free.
My first idea is to make the free permits they give away a different class so they can't be sold so the big corporate beneficiaries don't make windfall gains. ill be sending that in amongst other ideas.
Also it is important to remember the easiest way to fight climate change is to improve energy efficiency, so before you worry about how much you power bill will go up, think about what you can do to keep it the same by reducing your consumption, you would be surprised how easy it is to use a lot less and at the end of the day that is the whole point.

glad you are being pro-active on this, in sending in submissions. I always wonder whether anyone looks at them, particularly if they have adopted an agenda already, that thye are keeping secret for now, whoch is the way of all government.
Anyhoo, one has to be in it to win it, as they say...
since you are sending in stuff, maybe you could mention them researching (as in seriously with moeny etc) the elector-magnetic drive concept.
To me, (I know I keep boring everyone with this) however, it is the Holy Grail for pollution free energy, for if perfected, zero emissions, and no power imput needed, (the basic principle being concentric circles of magnets, same poles; effect being, one ring pushing the other ring, thus producing energy that can be harnessed, without sun, water etc).
Anyhoo, the reason I ask is, I sent this to the previous administration, and got no answer.
Maybe you will have better luck.
The reason any idea is rejected is usually because it looks like upsetting existing industries market position.
To circumvent any negative pressure on government, by concerned industries, I suggest that, once these generators are perfected (if possible) the power companies and the auto companies then have government lease rights to the use of the technology in their particular industry only, so car industry, power industry, etc, so these companies can then, in turn, charge for use of the magnetic drive, on a monthly lease.
The cars, if adaptable to them, could be a one off purchase, but the drive remains the property of the company, so it is returned once the car is junked.
Anyhoo, it is worth a try, as I have said before, a Japanese scientist has been working on the concept for years now, but his model is not yet working, as it is a fine balance between angles of the magnets.
Maybe the solution is not having them in concentric circles, but more in a gyroscopic configuration?
Anyhoo, it could open up another area of research by looking at this concept to start with.

I think getting your idea out there is all about timing, the green paper is not really the right forum, me thinks when the new fund is set-up we will put the idea to them as it will be their role to explore and invest in such innovations.
When we get details of the fund ill let you know...
