daffodils in January...pretty??

or Scary??
I hear reports there are daffodils in January, no not in Australia, in the UK. This is good for all those suffering the winter blues, and is probably the most enjoyable aspect of climate change for many.
Anyhow, i didn't want to do a post about the weather. I wanted to write about the release of the EU proposal for its GHG reduction plan out to 2020 which will become legislation.
What we have is a decent 20% carbon emissions reduction target from 1990 levels, this is good but could be even better.They announced a dual structure to the proposal. If there is Global agreement on reduction targets they will agree to a 30% cut.
This structure is good and bad, the good is pretty obvious. The bad is that Europe has been the leader in carbon emission reduction, and were previously prepared to pioneer reduction targets. Now they are heeding justified concerns from European industry that they will be priced out of the market, so are excercising caution as a semi protectionist measure.
They will if we will, is fair enough I guess, but a little disappointing.
This caution is an unforseen (on my part) consequence of the impending recession in the US and global reverberations, companies are less willing to save the planet when their bottom line is comng under pressure,. a short sighted view and a harsh reality.
This EU proposal places more importance on the Hawaii conference at the end of this month. Global agreement is vital.
Yes we like Daffodils in January, but slowing climate change is far more important.
